When contemplating the centralize versus decentralize concept one must be aware of the “desires” of the players involved. In my current circumstance there are subordinates who run from decision making, who have no wish to make a decision – they want a script. They want to be told what to do, when to do it how it should be done and then wish to be left alone. They have no interest in why they’re doing what they’re doing. it’s a frustration that needs to be addressed. And there are days when i haven’t any idea how to get to them, and wonder if i should even try. if the work is being done, what’s the problem.

Well the problem arises when there is change. The push back is severe to the point of near violence. That’s the rub – if they don’t care about the why, they’re not going to care about why the change is deemed necessary by the administration – it’s a tough nut.

So, in this situation centralized seems to be the way to go forward. Can’t change the staff – union contracts are strictly enforced. It’s like a sports franchise it’s easier to fire the manager than the players.

    Any comments would be appreciated.

    Thanks.
